I used to run a wrestling forum with the exact same problem,first we had it at 10 posts,then we upped it to 25 and we still had the problem,then we changed it to 100,well...100 defianetly fixed the spamming,but it also stopped new members from wanting to join and post...so you gotta be a little careful when taking these things into consideration.

I think Evil has the best take on things,maybe by making it that you must have mod approval it will encourage good posting and intelligent discussion.
