If you can limit the upload to lets say 80% of the capacity then your download won't be harmed.

If your connection as a RADSL then it should be better. The upload rate adapts to cover your usage whilst in progess (somewhat).

Most ISP's dont give as large an upload rate as download rate to prevent people using their connections as a server connection
