A card holder spending $250,000 in the previous year could not just purchase a jet with a swipe of his or her card unless he or she had the resources to make good on the transaction. Each year spending habits are reviewed by the credit department in order to determine the spending limit for the next year. The limit can be increased after providing new financial data.

American Express charges 3.25% to the merchant. So someone buying a $200,000 vehicle get charged $6500 in AMEX fees.

Part of that money is used to fund rewards programs. The more the buyer spends, the more rewards he/she gets.

So by spending $5000K a year just to have the card, the AMEX user probably receives thousands of dollars in rewards. Its a win/win for the AMEX user and AMEX and a lose situation for the business (sort of).
