A military strongman under a puppet government would have wrought faster control over the Iraqi insurgency and saved the U.S. government the need for any surge of troop levels.

"He may be a son-of-a-bitch, but he is our son-of-a-bitch," As in a Cold War era ruthless dictator would have been a more sound policy for U.S. control than the ineffectual Iraqi government.
