Fucked up. My guess is, it's aquired primitive genes from many generations ago. Because seals (and dolphins) evolved from dog like mammals that began to rely on the sea for food and safety, this washed up mutant is a throw back of its ancestors rather like Giant Silva. Probably due to pollution.

Sometimes it's tough to identify carcasses, especially if they've been awash at sea for a while. As things decay, they can start to look pretty weird...with land animals in particular, their skin isn't designed to be in salt water for long periods of time, it will get bloated, layers of skin will slough off, hair will fall out, etc. Often the fleshy or soft parts of the body will decay away long before the harder parts, leaving an unfamiliarly shaped carcass. These effects have led to some of the more famous carcass-misidentification incidences in recent history, like the basking shark carcass that people thought was a Plesiosaur, or this (http://www.youtube.com/watch?v=vUu2Ek9wPIQ) ugly mofo which turned out to be a stingray carcass.

If I really had to guess, I'd say the creature in question was, at one time, a house cat. Not mutated, but it's definitely seen better days. It either died on the shore or washed up there (maybe it was given a "burial at sea", haha), but either way it has obviously been decaying, it's lost a lot of skin (and fur) and it's softest parts (the tips of the ears in particular) are gone, as you'd expect.

A cat can look pretty strange after it's lost it's hair. Imagine one of these guys decaying on the beach and you'll get pretty close to our mystery creature:
