yes water expands when it freezes, but coastal cities are not all that high above the current sea level anyway. and there is a SHITLOAD of ice at the poles. if it all melts there is easily enough to add a few hundred (a few thousand maybe?) feet to the sea level.

I make my money in Refineries, power plants, and other manufacturing. I know what happens in the refineries. There are hundreds of small spills and leaks happining each day in a single refinery. Some of them are easy to spot(liquid Hydrocarbons) some are more difficult(Gasous ammonia, benzene) you can't catch them all. When leaks are found there is a time limit on how long they have to fix them ranging from days to weeks.
